Sabir Ali Tournament 2024
1. SESSIONS
1.1. The tournament will start on November 10th and end on November 17th, 2024.
1.2. There will be one session per day, at 5:30 pm, with the exception of November 17th, Tuesday, the day where two rounds will take place, round nº 3 and round nº4, respectively at 10:00 am and 7:00 pm, and in the final round, round nº9, on the 17th, Sunday, which will start at 10:00 am.
2. LOCAL
2.1. All matches will be played in Figueira da Foz, at the Sweet Atlantic Hotel (or in the event of any contingency, at a location to be announced)
2.2. The clocks will be started at the time indicated for each round and a player who shows up to play an hour after the session has started will be given a no-show.
2.3 The exception to the previous rule, 2.2, is verified in the first round, where only players who confirm with the Main Referee, one hour before the start of the session, at 4:30 pm on November 10th , their presence will be paired. This confirmation will have to be in person.
2.4. The Chief Referee may validate any entry by any other means, except for the previous rule, 2.3, as long as it is done in time and as long as he considers the reason for this confirmation not to be done in person to be justifiable and considers that the player can still arrive earlier than one hour after the start of the session. It will be the referee's responsibility and discretion to accept this exception and, if he does not do so, the player will not be paired, rule 2.3 will apply.
2.5. Any player who fails to appear on time for the first session, without having previously and duly notified the Chief Referee, directly, or through the organization, or through his assistant referees, will be excluded from the tournament without being exempt from the registration fee.
2.6. The Appeals Board will have the responsibility and authority to consider the justification of players who missed the first session for reasons considered “force majeure” and to judge the applicability of the previous rule, 2.5. If the “force majeure” reason is considered valid, the player will be able to continue registered in the tournament and will be awarded 0 points in the 1st session.
3. SPECIAL HYGIENE AND SAFETY RULES
3.1. All hygiene and safety standards required by the DGS for this test will be complied with.
4. RESTRICTIONS
4.1. It will not be permitted to analyze finished games, nor smoking nor eating in the game room. All of this can be done in a designated location for analyzing the matches.
4.2. Players may not wear shorts, flip-flops, tracksuits or other clothing that is considered inappropriate by the organization to compete in each round. The use of hats or caps during matches will also not be permitted.
4.3. Players may not use postures considered by the referee to be inappropriate, namely taking their shoes off or playing with their feet on the chair.
4.4. Players are obliged to comply with mandatory standards of personal hygiene and may be prevented from continuing the match, with defeat being awarded, if the referee considers that their personal hygiene condition is disruptive to the normal course of their game, disturbing their opponent or players on adjacent boards.
5. TIMETABLE AND SYSTEM
5.1. Swiss System. 9 rounds.
5.2. Rate of play: 90 minutes for the first 40 moves + 30 min, with increments of 30 seconds per move from the first move.
6. OFFICIAL RECORDS
6.1. The Tournament will be counted towards FIDE and FPX Rating, it will be valid for obtaining norms for GMs and IMs titles.
7. ABSENCES TO APPEAR (FIDE Handbook, C.04.1).
7.1. Players who do not appear in the game room, with their presence confirmed by the refereeing team, until an hour after the time scheduled for the start of the session, will be considered a failure to appear with the consequences set out in these regulations.
7.2. Players who are found to be absent will be automatically excluded from the tournament without being exempt from paying the full registration fee.
7.3. The Appeals Board shall have the responsibility and authority to consider the justification of players who have failed to appear for reasons considered to be “force majeure” and to judge the applicability of the previous rule, 7.2. If the reason for “force majeure” is considered valid, the player may continue to be registered in the tournament and will be awarded 0 points for the session in which he/she was absent.
8. ABANDONMENT OF THE TOURNAMENT
8.1. – Players who leave the Tournament will not be paired up.
8.2. – Invited players, exempt from the registration fee, or with support from the organization, namely, accommodation, transport and food, who abandon the tournament or are excluded due to failure to appear will lose the right to these benefits and will be obliged to pay the full registration fee, pay for accommodation at the rate of hotel payment for each of these days and pay for sponsored meals, €15 per meal.
8.3. The organization, represented by the Tournament Director and the Appeal Board, will have the responsibility and authority to consider the justification of players who have abandoned the tournament or have been excluded due to failure to appear, for reasons considered to be “force majeure” and to judge the applicability of the previous rule, 8.3. If the “force majeure” reason is considered valid, the player may be exempt from the payments provided for in the previous rule.
9. Bye
9.1. Bye requests will be allowed up to a maximum of 3.
9.2. Players will be able to request a bye until the time of pairing for the next round, which is done after the end of each round, with the exception of the first round, whose bye request procedure is subject to the rules set out in 2.3, which requires communication to the Chief Arbiter by 4:30 pm on November 10th.
9.3. Players who requested a bye, up to the sixth round included, will not be paired in that round and will score ½ point as long as they do not exceed the number of byes allowed (three).
9.4. Players who requested a bye, from the sixth round onwards, will not be paired in that round and will score 0 points as long as they do not exceed the number of byes allowed (three)
10. PRIZES
The Tournament will feature 11,100 euros in cash prizes that will be awarded along with the respective trophies and the following criteria:
a) prizes for the first twelve in the general classification, respectively from 1st to 12th: €2,500, €1,750, €1,000, €750, €600, €500, €450, €350, €300, €250, $200, $150.
extraordinary and cumulative prizes:
1st female €600 + trophy; 2nd female €400; 3rd female €250, 4th female €150, 5th female €100
1st veteran €400 + trophy; 2nd veteran €250; 3rd veteran €150
All prizes will be awarded on the last day of the Tournament, the time to be indicated after the last session, at the Festival Closing Ceremony, at the Sweet Atlantic Hotel.
11 . FAIR PLAY REGULATIONS
The “FAIR PLAY” Panel (FPP) will be composed of four members and will be chaired by Dr. Mário Mourato. Players will have to comply with the instructions given by the FPP and failure to do so will result in the application of Article 12.9 of the International Rules of Chess. The FPP will share responsibility with the referee for inspection and control of possible interactions between players and other people. In general, FPP will have the right to exercise whatever it deems necessary to guarantee “Fair Play” during the tournament. The organization will provide security personnel who will check personal belongings and ensure that no electronic devices enter the gaming room, either by the players or by any other person who may enter the gaming rooms.
12. REGISTRATION
Registration must be formalized up to 24 hours before the start of the tournament. The single registration price is €50 and must be paid before the start of the 1st round. GM and MI will be exempt from registration fees. There will be a registration fee with special accommodation conditions.
The tournament is open but will have a restricted number of participants, so we only guarantee the certainty of participation in the tournament to the first 50 registered players.
13. ORGANIZATION
The Organizing Committee will be made up of five people, namely: Vice-President of the Figueirense Assembly and Tournament Director (Mário Póvoa Leitão), Organization Representative (Miguel Babo), and International Referees (Carlos Dias and Francisco Carapinha).
The Competition Committee will be made up of five people, namely: the Tournament Director, Mário Póvoa Leitão, the Main Referee, Carlos Dias, and the three players who obtain the most votes for this purpose among the participants. Those who remained, through voting, immediately afterwards, will appear as substitutes for cases that may affect the starting players.
Any incident will be resolved by the Main Referee. Current FIDE and FPX regulations will apply. A copy of the Chess Laws in Portuguese and Spanish will be available to players. In case of doubts or disparities between the rules expressed in the three languages, the English version of the rules will prevail.

Tournament Performance Rating
is calculated with the formula : Average rating of the opponents + rating difference from table 8.1a of FIDE Rating Regulations B.02. Unplayed games are not counted
Buccholz Cut 2
is the Buccholz score reduced by the two lowest scores of the opponents
Buccholz
is the sum of the score of each opponent of a player
If any of the opposing players does not have a FIDE Elo, it is assumed to have 2000. Rounds not played (those in which the player failed to show up) will be assumed to be 1800.
